Licenciado em Filosofia pela Faculdade de Letras de Lisboa e doutorado em História pela Universidade de Oxford, é Investigador-coordenador do Instituto de Ciências Sociais (ICS-IUL). Leccionou no Instituto Superior de Economia da Universidade Técnica de Lisboa, no Instituto Superior de Ciências do Trabalho e da Empresa e na Faculdade de Ciências Humanas da Universidade Católica Portuguesa. Foi Secretário de Estado Adjunto do Primeiro-Ministro e Secretário de Estado da Cultura no VI Governo Constitucional (1980-1981) e deputado à Assembleia da República (1995).
