1940’ta Maraş’ta doğdu. İlk ve orta öğrenimini Maraş, Malatya, Tunceli gibi Güney ve Doğu şehirlerinde tamamladı. İ.Ü. Hukuk Fakültesi’ni ve İ.Ü. Gazetecilik Enstitüsü’nü bitirdi. Devlet Planlama Teşkilâtı’nda uzman olarak çalıştı. Bir ara araştırma amacıyla ABD’nin çeşitli eyaletlerinde, 1970-1971’de iki yıl kadar kaldı. 1975 yılında Kültür Bakanlığı Bakanlık Müşavirliği görevine geldi. Aynı bakanlıkta bir yıl da müfettişlik yaptı. 1978’de istifa ederek ayrıldığı devlet memurluğuna bir süre sonra(1980)Devlet Planlama Teşkilâtı’nda çalışmak üzere tekrar döndü.
