Hacettepe Üniversitesi Tıp Fakültesi mezunu olan Kemal Sayar, uzmanlığını Marmara Üniversitesi Tıp Fakültesi Psikiyatri ana bilim dalında tamamlamıştır. Daha sonra sıra ile Vakıf Gureba Eğitim Hastanesi'nde ve Çorlu Asker Hastanesi'nde Psikiyatri Uzmanı olarak çalışmıştır. 28 Kasım 2000'de psikiyatri doçenti unvanı almıştır. 2000-2004 yılları arasında Karadeniz Teknik Üniversitesi Tıp Fakültesi'nde Psikiyatri AD Öğretim Üyesi olmuştur. 2002 yılında McGill Üniversitesi'nde Tübitak araştırmacısı olarak ziyaretçi profesör ünvanıyla bulunmuş ve transkültürel psikiyatri ve psikosomatik tıp alanında araştırmalar yapmıştır.
