Foi Presidente da Câmara Municipal de Penafiel (2002-2013), Presidente da Comissão Científica da Rota do Românico/Centro de Estudos do Românico e do Território (2009-2025) e Comissário Cultural do Festival Literário "Escritaria" (2014-2025). Foi Secretário de Estado da Cultura dos XXIV e XXV Governos Constitucionais (2025-).
Como escritor, afirmou-se essencialmente na ficção histórica, criada a partir de marcantes acontecimentos reais, mas pouco conhecidos do grande público.
